With reference to the Secretary of State's enquiries, we are waiting for the Foreign Office to suggest someone for the post of Political Adviser. I have made it clear to them that we wish to be consulted before any selection is made, and I am having a note made on the relevant file of the Secretary of State's wish to be personally consulted. I should perhaps mention that I received a letter this morning from Mr. Kitson of the Foreign Office, indicating that they might have some difficulty in finding some one for this job. I am replying that we hope that they will be able to let us have a name or names soon, as we attach great importance to the appointment being filled as soon as possible.

I understand that Sir Thomas Lloyd is making a submission to the Secretary of State on the question of the Governorship.

The Secretary of State gave me yesterday the attached particulars of a Major Duncan Smith who had been recommended to him by Mr. Rees Williams as a candidate for employment in Hong Kong possibly as Political Adviser. The Secretary of State agreed, however, that since Major Duncan Smith seemed to have no particular experience of China, he would not be suitable for the latter appointment. If there are other openings in Hong Kong for which his experience and qualifications would fit him, he should be given every consideration.
